The New Avengers are in Toronto on a working holiday when they are asked to check up on Karl Sminsky, a Red Army Colonel and KGB agent who is rumoured to have spent two years in Siberia on a secret training mission and now turned up in Canada again. Sminsky has arrived accompanied by two helpers. In reality, Sminsky has taken a training course with over one hundred and thirty men. That total had beed reduced to two and, on their arrival, Sminsky and his helpers had been followed by two security men, both of whom now lie dead.
