When a foreign agent named Willi Fehr is involved by a car accident the body of a man is found in a baby-carriage which he was riding. There are only two clues which could lead to the man's identity; the adress of the shop where he hired his dinner-jacket and a tattoo on his arm. Emma will check the tattoo and Steed finds the leasing company where the man has hired his costume. Emma finds out the name of the dead man was "Peever".
