Steed is summoned by Charles, his superior, to meet a man named Borowski who has been brainwashed by the opposition. During brief moments of sanity, Borowski speaks of the "doubles" that the opposition are going to smuggle into the country. Steed and Charles realize that all the men hold top positions in the Ministry of Security.
