Steed and Cathy are told to meet a passenger en route from Tripoli to Marseilles. He wil be carrying a sample of new liquid rocket fuel, Propellant 23. At Marseilles airport, they await the courier's arrival but as the man enters the airport customs centre he collapses and dies.
